- Initial Article VII filing with New York State Public Service Commission
- Federal NEPA review process begins
- First public meetings along the route
- Applications filed with U.S. Army Corps of Engineers
- Final Article VII application filed with the NYS PSC
- Draft Environmental Impact Statement (EIS) completed
- Public comment on U.S. Army Corps of Engineer permit applications
- Public Hearings on Article VII application
